Accurate prediction of future precipitation at any particular location and year is a 50/50 game. Understanding how much of that rainfall actually gets into the shallow and deep aquifers is only understood in a general way. Estimating how much water we hold in underground aquifers is many times a best guess. Trying to estimate how much of that water can be recovered for our use also has uncertainty wrapped around it. We can’t talk solutions without addressing the uncertainties of our views. And all this uncertainty rides on a resource that is a dominant part of our long-term water supply.
