Although a lot of rain falls in Jacksonville, Florida, it just doesn’t fall where you want it. The topography is so flat that the only possible reservoir for storing all that rainfall is the underlying groundwater aquifers. The value of water is Jacksonville has changed in twenty years. To be sustainable, they are now charging conservation rates for water and people are responding. Today, consumptive water use has dropped 30% to 40%, clearly a success for a community of  850,000 people.
